6th Naples Human Rights Film Festival
CALL FOR ENTRIES 2013
Article 1 – Introduction
The 6th edition of Naples Human Rights Film Festival of Human Rights will take place from 5th to 13th December 2013 in different places of the town of Naples, indicated by the associations that are part of the festival, which are promoters of culture in the districts and municipalities of the City.

Article 2 – Objectives and sections of the competition
This call for entries is addressed to the authors of audiovisual works that describe aspects of current reality, with a look to socio / cultural / economic / environmental matters that the globalization and crisis of the traditional development models are putting in evidence, and also to all possible solutions, best practices and forms of resistance to degradation that civil communities, associations and citizens are going to experience day by day.
Starting from a modern and current version of individual rights, from the several cases of obstruction, limitation of their respect and their claim, Naples Human Rights Film Festival wants to give voice and prominence to works that take inspiration from the struggles for freedom and democracy existing all over the world and resistance against the abuses of states and lobbies on behalf of the dignity and equality of humankind, in respect for the memory and identity of each person, so that you can hear the voices of discrimination, victims and those who are deprived of their liberty and minimum living conditions to be defined human. The Festival also aims to address all those movies dedicated to issues of global and local problems, social, cultural, economic and environmental, which, in special form, try to describe fragments of the contemporary world in order to promote knowledge and information, essential tools for the education of a critical consciousness especially among the younger generations.
The film competition of the 6th International Film Festival of Human Rights of Naples is divided into two sections:
A) HUMAN RIGHTS DOC open to documentaries, more than 30 minutes long, focused on research, analysis, and understanding of the phenomena of social situations tied to the theme of Human Rights in all their possible variations all over the world.
B) HUMAN RIGHTS SHORT open to short films of less than 30 minutes, with no distinction between fiction, documentary and animation, capable of dealing with form and language features, topics and issues related to the sphere of human rights, as an individual and as part of a community, according to the thematic lines mentioned above.
The competition will select audiovisual works with the aim of:
• enhance and promote the works of artistic creation with broad social value and ethics;
• provide new impetus to the circulation and production of documentary cinema and Italian Campania able to offer a critical and attentive look to the evolution of social phenomena and to the human rights situation of the Third Millennium, emphasizing adherence to these issues through the use of innovative and original languages and filmmaking styles;
• promote information and stimulating debate on the universal and human rights
• strengthen its partnership with the Festival of Buenos Aires DerHumALC and compose a selection of works for the “Ventana sobre Napoles” to be presented in the edition 2014 of the Argentine festival;
• Support the circuitry of the films in competition at the international network Human Rights Film Festival Network, which includes the major international festivals of the Human Rights Film, including the Naples one, and the Network of “Caffè Sospeso” Festival, with the aim of spreading the exchange, communication and debate on Human Rights and their protection through the dissemination of audiovisual works
Article 3 – Registration for the competition
The submission is free, all shipping costs shall be borne by the sender / participants. To access the application, you should explicitly agree to this Regulation, fill out and submit the registration form attached (or downloaded from the website https://www.cinenapolidiritti.it/web/ ), send the application completed to the email address info@cinenapolidiritti.it, together with the material requested.
The same application form, printed and signed, must be mailed or delivered by hand, at the address specified below, together with the following material:
a) two copies of the work in DVD format , in Italian or with subtitles in Italian;
b) a CD-ROM containing:
– Trailer work (optional and lasting up to 2 min), full specification, synopsis, director’s notes with relevant documentation and information;
– The curriculum and filmography of the author / writer;
– A photo of the author and two of the work, in jpg or png high resolution;
c) a written declaration of acceptance of the rules of the competition notice signed by the author;
d) a written declaration signed by the author stating that all the formalities relating to the rights of ownership of the work have been completed and the writer can dispose of it;
e) any reference to effective postal contacts, e-mail and telephone of the author and / or the person responsible for the application.
The envelope must be addressed or delivered by hand to:

4 – Terms, conditions of competition and selection phase
To be eligible in the two sections of the competition, the works must be properly delivered and / or sent (accordingly with the postmark) NO LATER THAN SEPTEMBER 15, 2013, produced since January 1, 2012, which deal with aspects related to the topics shown in the box art. 2 “Objectives and sections of the competition.”
The documentaries and short films will be viewed and selected by a committee composed of experts nominated by the associations and organizations involved in the implementation of the Festival. The works selected for the 6th Naples Human Rights Film festival will be planned and projected, with proper advertising and promotion, subject to prior notification to authors.
Each author / author may send more works but can participate in the competition with only one work selected.
Nobody can participate with works produced or sponsored by commercial enterprises that appear to be, by content, advertising vehicle of the same.
Results of the selection will be communicated to applicants via e-mail and published on the site https://www.cinenapolidiritti.it/web/ within November 2013. If no work has exceeded the minimum requirements for admission, the organization reserves the right to cancel the program of the festival / section / s regarding the competition.
5 – Results of the competition and awards
The works selected in the 6th edition of the Naples Human Rights Film festival, will definitely be judged by a jury composed of 5 members from among directors, journalists, film experts and personalities coming from the culture sector. The composition of the Jury will be published through various communication channels (press, internet media, radio …).
The Jury will assign an award for each of the winning works of two sections.
The Jury reserves the right to assign an Honorable Mention “Napoli” for the work that can better describe the social situation of the City of Naples, through characters and stories offering issues for discussing about defense, protection and promotion of the rights of individuals and community.
In addition, the Internal Committee will assign the selection of a Special Mention, dedicated to the memory of Vittorio Arrigoni and Juliano Mer Khamis, to the work that will put in evidence , with passion and independence, stories of marginal situations with struggles for a modern civic engagement, through the use of communication methods and experimental forms of language.
Finally it will be formed, in collaboration with main Universities of Naples and several secondary schools of Naples, with a representative group of French students, a jury of young students (Young Jury) with the task of assigning a Young Mention to a movie among those in official competition in the two sections.
For the winners of the two official sections (“Human Rights Doc” and “Human Rights Short“), the association “Cinema e Diritti” will offer a contribution of € 750 to be consumed in the form of airfare, to allow participation at the Film Festival Human Rights in Buenos Aires in 2014. This prize will not be redeemable for cash and will be reimbursed on presentation of the receipt of ticket payment. Prizes are not cumulative for the same author. If the winner authors are several, the prize will be attributed to the work and therefore can not be replicated for each author.
The winning works will be entered to the right of selection of the next Human Rights Film Festival of Buenos Aires, organized by the Instituto Multimedia DerHumALC, which will independently decide whether to accept or not such works in official competition. In any case, the Human Rights Film Festival of Naples will, as every year, an official space out of competition within the Festival of Buenos Aires called “VENTANA SOBRE NAPOLES”, in which the winning movies will be presented, with other movies considered in line with the themes and topics of the Festival of Buenos Aires.
It is the responsibility of the organization of the Human Rights Film Festival in Naples to contact the authors winners for the formalities required to sign up for the Festival DerHumALC of Buenos Aires and to send the list of dialogues in Italian.
To the movies delivering Special Mention Arrigoni-Mer Khamis, Young Mention and Mention Naples, the diffusion and circulation in the network of the Human Rights Film Network and the network of “Caffè Sospeso” will be offered, upon presentation by the authors of suitable copies come with English subtitles.
6 – Clauses
The authors and producers implicitly authorize, upon enrollment, the use and dissemination of 90 seconds of their works for the promotion of the Festival. Admission to the festival involves the sale without any payment, the rights of reproduction of photography or film excerpts for a maximum duration of 3 minutes, for the promotion of the festival in print, television, Web.
DVD copies submitted for selection will not given back and will be available to the Library of “Cinema and Rights” and for use for educational and promotional purposes (though permitted by law and subject to the opinion of the authors / producers / distributors).
By entering the Naples Human Rights Film festival each individual author, producer or distributor, is liable for the content of submitted works, claiming to have fulfilled all the copyrights to third parties and grant explicit permission to use them.
The subscriber is responsible for the accuracy of the data that, if selected, will be used for promotional and communication of the Festival (catalogue, website, press releases, etc.).
This Regulation shall be an integral part of the application form and it will be signed and together with it.
In case of dispute, the competent Court of Naples.
Personal data will be treated according to Italian law 31/12/1996 n ° 675 and subsequent amendments and additions.
